Cant create sub-domain

Ok so im having a problem here. I try to create a subdomain and i keep getting redirected to system cgi page...I tried to create it in the public_html...then the only way to access it is by going to www.domain.com/subdomain---im looking for www.subdomain.domian.com....I am also using free DNS cpanel manager..how do i get this working?
