Please reinstall
Before doing that please backup csf.conf file with cp /etc/csf/csf.conf /etc/csf/csf.conf.bak

cd /usr/src
rm -fv csf.tgz
wget https://download.configserver.com/csf.tgz
tar -xzf csf.tgz
cd csf
sh install.sh

After please restore csf.conf

ERR_CONNECTION_REFUSED errors are related to firewalls.
Please ensure if there are firewalls in your network, port 2030,2031,2082,2087 are opened to the world

But before this, please test internal firewall by stopping it and reloading page
