These features disabled by default. You can try to enable it via CWPadmin: WebServers Swettings => WebServers Template Editor
Also, "Order allow,deny and allow from all" must be replaced with "Required all granted"

Hi, CWP does not provide VPN.
You can install a VPN server manually and do not forget to edit CSF configuration in /usr/local/csf/bin/csfpre.conf for traffic forwarding.

Hello.

CentOS 8 does not support yet. Must be used CentOS 7 or try to wait for the beta release.
Regarding your issue, check the website PHP version and edit the required php.ini. I guess you have non-default PHP version for the website.

Make sure you have created the correct  package (CWPadmin => Packages) and set "Max. Accounts: more than 0"
