i tried this and it crashed my server. the client side admin is not loading but when i go into it from the root it works but not from client side

You can create accounts via root user with no problems.  Just go to Email => Add account

Permission denied: /home/USER/public_html/.htaccess pcfg_openfile: unable to check htaccess file, ensure it is readable
Make sure owner and permissions for each folder /home/, /home/USER/, /home/USER/public_html/ etc, are correct.

The feature was added long time ago. Try to update CWP.
