E-Mail / Per User Spamassassin

To enable per user settings do I only need to add the file /home/[user]/.spamassassin/user_prefs and make sure it is owned by [user]:[user]?

To enable per vmail user, can I add the file /var/vmail/[domain.tld]/[vuser]/.spamassassin/user_prefs and ensure it is owned by [user]:mail?

Is there any other required configuration to tell spamassassin to look for these files?

I figured out that the forwards ar in a mysql database, but I still do not know where filters are.

Is it possible to add and remove filters or forwards by editing a text file or bulk make changes by csv through the command line? Where is email forwarding information stored?

E-Mail / Migrating email filters from cPanel to CWP

Can anyone provide assistance with migrating a large number of a users cPanel email filters to CWP. I have the filters, and I understand there is some syntax issues I might need to correct, but it is way too many filters to o through the GUI.
