How to Enable mod_rewrite?

I have difficulties in enabling mod_rewrite. i have checked this module has been installed, but detectded by drupal and need to be enable.

below are drupal comment:
Your server is capable of using clean URLs, but it is not enabled. Using clean URLs gives an improved user experience and is recommended

mod_rewrite enabled by default.
Check you configs and .htaccess.
