New installation very slow

Hi,
Just installed CPW on a fresh server (Hyper-V VM) and its very slow.
I followed the following tutorial (http://forum.centos-webpanel.com/installation/(tutorial)-how-to-configure-your-server/) but used internal IPs instead of public since I will be testing inhouse.

After installation any changes I make to apache does not reflect immediately. 
Example - I create a subdomain (vHOST) and make changes to the vhost such as Server Alias.  After restarting apache it takes around at least 30 sec or so for the changes to kick in.

I have now installed WP on a vHOST and the default pages load slow as well.

Any reason for this?

Specs
- Memory:  2.47GB / 8GB ( 30.9%)
- CPU:  Intel(R) Xeon(R) CPU E5-2640 v3 @ 2.60GHz
- OS:  CentOS 7.3.1611 (Core)

try clearing cache from your browser or if you have varnish enabled try to disable it.

Yes cache cleared, and no varnish was not installed.  It was just slow from the get go.
