I think you can use ELevate to go from CentOS 7 to AlmaLinux 9.

Yup, you are right. Can only ELevate after you've gone up to CentOS 8.4 or higher. :/

How does it recognize to install CentOS 8/stream, Alma Linux, or Rocky Linux?
