changing <VirtualHost "public_ip":80>
to
<VirtualHost *:80>
worked for me. the site is still in test stage, I'm not sure if other issues will arise later due to this * setting.

sorry old topic but want to share solution to same problem i faced few hours ago.
changing <VirtualHost "public_ip":80>
to
<VirtualHost *:80>
worked for me.
